This report concludes that the NCS is characterised by robust legislation and safe operations. Even so, the Macondo accident and its follow-up have demonstrated that opportunities exist for further improvements in prevention, intervention and response.
The measures proposed in this report will help to make the industry more robust against major accidents caused by equipment faults or operational errors.
