Organisation
The NSOB is a network organised by the HSE Managers Forum (HMF), and will cooperate with the sponsor identified for it by the forum.
The NSOB chair is invited to attend HMF meetings when appropriate. Projects which need a budget must be submitted to the HMF for consideration.
Participants in the NSOB come from the Offshore Norway member companies, unions and the Norwegian Shipowners Association.
The chair and deputy chair are appointed by the HMF after consultation with the network.
The Offshore Norway ethical guidelines apply when appointing participants.
The NSOB will work to involve the schools/centres which belong to the Offshore Norway and which offer safety and emergency training in such a way that conflicts of interest do not arise, and that the relationship with the Petroleum Safety Authority Norway (PSA) is not threatened in any way.
Working mode
The NSOB will submit proposals on and implement measures to meet Offshore Norway goals for safety and emergency response training.
Through the mutual exchange of professional information and experience, it will contribute to innovation and cost-effective solutions.
Collaboration will be sought with Offshore Norway member companies in the field of safety and emergency response training. In cooperation with Offshore Norway, the network will promote the industry’s interests in this field towards other industries and the government.
Issues which involve matters of policy will be submitted to the HMF for decision.
Tasks
The NSOB will present descriptions, including budgets and timetables, for completing projects as agreed in each case.
It will monitor projects and submit progress reports to the HMF and to others as agreed in each case.
The NSOB will:
- update and improve teaching plans for basic and advanced safety and emergency response training
- participate in efforts to harmonise training standards in the North Sea
- maintain Offshore Norway guidelines for safety and emergency response training.
